Listen, I can see the reasoning in thinking about this, but it seems trivial to even consider; you know they(lawmakers) will be exempt. But, if all the trivial things these green heads are thinking about are combined, maybe that will make a difference in energy consumption.
The government is wanting the people to conserve; I can see where that isn't a BAD idea, but I think the government flying state of the art airplanes over Joe Citizen' house to detect "naughty wasteful-ness" with their infra reds, is going too far. Are they serious???
Seems so...because we know, we can't control other peeps actions. We can't depend on people governing themselves.
